My wife and I were buying a foreclosed home, as of October 22 we made our offers. Our loan is an FHA loan that requires conditions to be met in order for the loan to go through. In writing the contract, our agent specified an Addendum "Seller to meet all FHA appraisal conditions". We ordered the appraisal but the seller neglected to turn on water, gas, electricity, and the appraised amount was lower than the offered price. They agreed to the appraised price, to 52K. After nagging so much, they turned on water, gas, electric, and even filled up pool for appraisal. Now, it turns out some things like some electrical sockets don't work, air conditioner does not work, and some parts of house does not receive hot water. They are refusing to make the repairs necessary for the appraisal. We have told them we would make the repairs, but they are refusing to work with us. They have sent us letters to cancel escrow. I assume my agent has all signed paperwork. What can I do and what are my rights?
