Buying from Richmond Homes in Las Vegas, NV (South Summerlin)

We are considering a new home purchase with Richmond in South Summerlin. The incentives they offer are a mortgage buy down, pay all closing costs, and 10K towards incentives. We suspect much of our "incentives" are being redirected to us in other costs/fees (facade fee (6k), land premium fee (8k), and, of course, the evasive pricing of the design center (32k in upgrades with "credit" applied from standard items). Does anyone have experience with Richmond homes in this area? How do we negotiate more out of them from design center? Also, Richmond's incentives have changed from a mortgage rate of 4.5% to 4.25%-- can we negotiate to get this rate instead? No contract has been signed with their lender yet.
