Are short sales better deals?

I would like to purchase a rental property in Vegas. The property I have in mind is a SFR with 3bed/2bath up to $120k. I know that the low end of the real retate market is very competitive at the moment and may become increasingly so in the coming months as the first time home buyers rush to get a deal done before Nov 30 for the $8000 credit. Since I have no deadline to meet, I intend to focus on the short sales because I suspect that most first time buyers will not bother with them now as the likelihood of getting the purchase completed before Nov 30 is very small. I think I will have less competition at buying short sales. My question is: for similar properties, do short sales usually sell for less or more or about the same compared to REOs?

I really like the Lake Las Vegas area and would like to buy there in the near future. I would like to spend about $1000 to $1500 per month. What can I buy for that including mortgage, taxes and all the fees. If that doesn't work for me, then I will go to plan B and recruit a partner to share the expenses. Then we would be upt o $2000 to $3000 per month. I am interested in the Via Vasari townhouses or the individual smaller homes. One of them was listed for $139,900 with 3 bedrooms and 1500 sq. ft. with a 1 car garage. For those Vasari units what are the fees and what is currently on the market? I see a few of them at auction. I understand there is a management company which will rent out the unit. Is that correct? What would be the projected yearly rental fees? Also, what is the liabliity in regards to Lake Las Vegas going dry and th current status of the golf courress. If you are interested in discussing these issues please contact me at 708-396-0420. I'm looking to buy, fix, hold and rent a single family home for the next 5-10 years and hopefully ride the market back up. I don't need financing and don't mind a REO. I see similar $70-75K single family, recent construction in both the northwest and in Sunrise Manor. I've stayed in southwest and spent time looking around the northwest near the Spring Mountains. I know little about Sunrise Manor. Any opinions about differences or similarities in these two areas?
